Abstract

The Architectural Drawings for City Hall Wicomico County (Md.) offer a brief look into architectural and engineering planning processes during the 1950s to the late 1990s. These drawings of various blue prints and floor plans provides a glimpse into the art of architecture during the latter half of the 1900s as well as what these two local city entities, City Hall and the local Police Department were looking for when redesigning their headquarters.

Administrative History

The “Old City Hall” of 110 West Church Street in Salisbury, Maryland was built in 1896, later in 1951 the building received various alternations and additions to its structure, which was contracted out to Building Service Company of Salisbury.

In 1982, blue prints and floor plans were created for the Salisbury City Police Department as well as renovation blue prints for “Old City Hall”. Since the two departments shared the physical building, updates were needed to adjust with the growth of each local entity. The renovations were contracted out to George, Miles & Buhr, Architecture Company. They shared the space for many years, until the City Council moved out of the “Old City Hall” building leaving the Police Department solely occupying the grounds until their departure for an entirely new headquarters in 1996.

An open call for bids for “Old City Hall” came about in 1996, Architectural & Engineering Services (A. ES.) LLC. won the bid and had contractual rights to the building. They created Demolition plans as well as new floor plans for the new prospective tenants of the building.

George, Miles & Buhr, LLC was created in 1960 by Thomas S. George Jr., William B. Miles Jr., and Victor W. Buhr. For approximately ten years the company was focused on military projects, but experienced a shift towards municipal engineering projects for many towns and cities on the Eastern Shore. GMB was tasked with the renovations of Salisbury’s Old City Hall to be turned into the new Salisbury Police Departments Headquarters. GMB also played a part in other well-known Salisbury buildings so as the creation of Parkside High School and the Wicomico County Free Library.

Architectural & Engineering Services (A. ES.) LLC. was located at 1121B South Division St. Salisbury, Maryland. Owners were Don E. Spicer (AIA), James S. McDonald (AIA), and Thomas D. Plotts (PE).

Scope and Content Note

This collection of blue prints and floor plans feature two prominent Salisbury, Md., building complexes, City Hall and the Police Departments throughout their architecture and engineering planning processes. Featured on a majority of the blue prints or floor plans are company stamps, which was comprised of company names, approved by names, revised by names, dates, and other various notes. Within this collection many of floor plans have duplicate renderings.
