Abstract

The Louise Smith papers document the personal and political activities of Salisbury, Maryland’s City Council President Louise Smith from 1940-2011, with the bulk of the records documenting her political career from her initial entry into the race in 2007 through her decision not to run for re-election in 2011. Documenting records include photographs, official campaign documents, newspaper clippings, and speeches. The meeting minutes from city council meetings April 2007 – April 2011 including legislative, special and closed meetings.

Biographical History

Ms. Louise Smith (b. 1940), was born in Salisbury, Maryland to William and Blanche Smith. Ms. Smith attended Wicomico Senior High School, Southern Seminary and Junior College and the Maryland Institute of Art where she obtained a Bachelor of Fine Arts. In 1977, she received her Master of Education from the University of South Florida. Ms. Smith continued on in academia as the Dean of Students at Cypress Lane High School, and president of the Alpha Delta Kappa Honorary Sorority. Ms. Smith was employed as the Exceptional Student Education Coordinator for the School District of Lee County. In 1979, Ms. Smith was appointed as the Exceptional Student Education Coordinator for the School District of Lee County and in 1990 as the District Bilingual Specialist, retiring from the school board in 1997. Ms. Smith returned to her beloved Salisbury post-retirement and took up varying committee memberships including United Methodist Women and the Salisbury Area Chamber of Commerce. In 2007, Ms. Smith ran for Salisbury City Council, winning District 2 with 20.25% of the vote. Serving as Salisbury’s two-term City Council President, Ms. Smith supported resolutions and ordinances, initiated neighborhood cleanups, amended The Municipal Code, spoke to varying organizations and committees and adopted financial policies. Ms. Smith was a believer that elected officials should lead by example, donating a portion of her annual salary to charity or a city entity.
