The Sinepuxent Beach Company of Baltimore City owned various estates along the Atlantic coast in the late 19th Century, from Assateague Island to 33rd Street in Ocean City, MD. The most financially successful and iconic of the holdings was the Atlantic Hotel. One of the largest stockholders in the company was John F. Waggaman, who was treasurer during the 1890's, when they acquired vast amounts of land from Thomas Taber. In 1898, after numerous court cases, the Sinepuxent Beach Company's land and titles were passed over to its former treasurer, John F. Waggaman. In 1905, Waggaman sold most lots of the land over to various contractors, the largest being the Ocean City Development Company of Maryland. Waggaman eventually gained a mortgage over some of his previously owned land, but had to default, and the land was purchased by Clarence C. Kilby. Kilby then passed his ownership over to Charles T. Fisher in 1913. Fisher granted conveyances to William B. S. Powell who was forced to default on his mortgage to The Interstate Realty Company of Maryland in 1915. Powell eventually parceled off his land to the Ocean City Development Company and various other buyers in the 1920's.
