Abstract

Abstract: The Albert Laws papers consist of the official and personal records of Albert Laws, and the family records of Margaret Laws Engle, Victor Laws Jr., and Maude Perdue Laws Truitt. The collection documents Albert Laws’ career as an officer in the United States Army, including his service in the Spanish American War and in the Philippine-American War from 1889-1908. The papers include a photograph album and ephemera from the West Point Class of 1893; correspondence, documents and photographs of the 24th US Infantry and 35th Infantry, USV; an eyewitness account of the Battle of San Juan Hill; and a proclamation signed by Emilio Aguinaldo, the first President of the Philippines. The papers also include Albert Laws’ personal correspondence from 1889-1908, with notes by his niece, Margaret Laws Engle. The collection also documents the family genealogy of the Bacon, Laws and Truitt families of Sussex County, Delaware and Wicomico and Worcester Counties, Maryland from 1795-1997. The papers include the personal correspondence and financial records of William L. Laws from 1853-1924 and genealogical notes from Margaret Laws Engle, Victor Laws Jr and Maude Perdue Laws Truitt. The papers also include a survey from 1795, records of the 30th Virginia Infantry Regiment, CSA from 1862 and a business ledger from 1864-1896.

Biographical History

Biographical History: Albert Laws was born in Wango, Maryland on August 6, 1868, the son of William L. and Cornelia Laws. He was educated at Salisbury High School, Salisbury, Maryland, and received an appointment to the United States Military Academy at West Point, New York. He graduated in 1893, and was commissioned a lieutenant in the 24th US Infantry Regiment; one of the original four Buffalo Soldier regiments, composed of white officers and African American enlisted soldiers. Following service at Ft. Bayard, New Mexico and Ft. Douglas, Utah, the regiment saw action in Cuba during the Spanish American War. Laws was wounded and cited for bravery at the Battle of San Juan Hill on July 1, 1898. On his regiment’s return to the United States, it returned to Ft. Douglas, and then saw service at the Presidio in California. In 1899, Laws was temporarily commissioned a major of volunteers in the 35th Infantry Regiment, US Volunteers. The regiment saw action during the Philippine-American War. Seeking independence from the United States, Filipinos engaged in a protracted guerilla war against American troops. Laws was involved in counterinsurgency operations, and participated in heavy fighting at the Battle of Macahambus Hill on June 4, 1900. The 35th returned to the United States in 1901 and was mustered out. Laws returned to the regular army as a captain. He served as a recruiter in Richmond, Virginia, and at Columbus Barracks, Ohio before rejoining the 24th in the Philippines. The 24th returned to the United States in 1902, and saw service at Ft. Harrison, Montana, before returning back to the Philippines in 1906. Laws was cited for bravery in numerous skirmishes with insurgents. When the 24th returned to the United States in 1908, Laws was assigned to Ft. Ontario, New York. While there, he suffered an accidental fall and died on April 3, 1908.

Margaret Laws Engle was born on 1911 in Wango, Maryland, the daughter of Victor Laws, Sr. (brother of Albert Laws) and Maude Truitt Laws. She was educated at Wango One Room School and Wicomico High School. She attended Salisbury Normal School, and earned her Bachelor’s Degree from Maryland State Teacher’s College and her Master’s Degree from Teacher’s College, Columbia University, in 1944. She taught elementary school in Anne Arundel and Worcester Counties, Maryland, retiring in 1975. She was married to George Engle, who died in 2003. The couple had two children, Lydia Welsh and George Engle, Jr. Mrs. Engle died on May 15, 2018.

Victor Laws Jr was born on May 8, 1919 in Wango, Maryland, the son of Victor Laws, Sr. (brother of Albert Laws) and Maude Truitt Laws. He was educated at Wango One Room School and Wicomico High School. He attended Salisbury Normal School, and earned degrees from the University of Maryland’s School of Law. Following his admittance to the Maryland Bar, he practiced in Baltimore and Salisbury. He served as vice president of the Maryland State Bar Association, president of the Wicomico County Bar Association, and Chairman of the Clients’ Security Trust Fund, retiring in 2011. He served in the U.S. Army Signal Corps in World War II. He was appointed City Solicitor of Salisbury, and was elected to the Wicomico County Council, serving for 16 years, including terms as vice president and president. He was married first to Eunice Hastings Laws, who died in 1999, and second to Elaine Taylor Jones Laws. He had two children, Victor Laws III and Gerald Laws. Mr. Laws died on February 12, 2017.

Maude Perdue Laws Truitt was born in Snow Hill, Maryland on April 29, 1901, the daughter of Harry and Minnie Holloway Purdue. She taught school briefly before working for C&P Telephone for 35 years. She was married first to Albert Laws (nephew of the above Albert Laws) who died in 1924, and second to Handy Truitt, who died in 1962. She had two children, Albert Laws and Florence Laws. She was a member of Old School Baptist Church, Telephone Pioneers of America and Worcester County Homemakers Club. Mrs. Truitt died on October 22, 1994.

Scope and Content Note: This collection documents the military career and personal life of Albert Laws and the family genealogy of Margaret Laws Engle, Victor Laws Jr and Maude Perdue Laws Truitt.

Series I: Biographical Information, 1881-1981 consist of personal correspondence, photographs, and ephemera documenting Albert Laws’ individual service and personal life. The series includes copies of Laws’ official service records.

Series II: Military Career, 1889-1992 consist of official correspondence, photographs and reports documenting the service of the 24th Infantry Regiment and the 35th Regiment, US Volunteers. The series includes maps and commissary and payroll records.

Series III: Family Genealogy, 1862-1991 consist of correspondence, receipts, notes and bound volumes documenting the family genealogy of Maude Perdue Laws Truitt. The series includes a Bible with Bacon family notes from 1870.

Series IV: Additional Material, 1795-1997 consists of personal correspondence and ephemera documenting Albert Laws’ individual service and personal life; correspondence, receipts and notes documenting the family genealogy of Margaret Laws Engle and Victor Laws Jr; and surveys, deeds and mortgages documenting land ownership in Wicomico and Worcester Counties in Maryland. Documents within this series were received at a later date and were not included in the original arrangement. Arrangement reflects the original arrangement from the reprocess that occurred in 2017. Pieces of Albert Laws’ personal correspondence are accompanied by handwritten notations by Margaret Laws Engle to Victor Laws Jr on the pieces’ significance.
