The Papers of J. Millard Tawes consist of the political and personal papers of J. Millard Tawes and of historic Maryland records. The collection documents Tawes’ career as a politician from 1930-1979, including his service as the 54th Governor of Maryland from 1959-1967. It contains speeches, correspondence, photographs, publications and ephemera offering insight into fifty years of state and national politics. The collection includes Tawes’ speeches on the Freedom Riders and on the Cambridge Riots of 1963. It also includes correspondence between Tawes and Presidents John F. Kennedy and Lyndon Johnson.
John Millard Tawes was born on April 8, 1894 in Crisfield, Maryland, the son of James and Alice Tawes. Educated in Somerset County, Maryland, he graduated from Sadler’s Bryant and Stratton Business College in Baltimore, Maryland, and invested in banking and real estate. He married Helen Avalynne Gibson (1898-1989) on Christmas Day, 1915. The couple had two children, Philip Tawes and Jimmie Lee Tawes. Tawes was a member of numerous civic and social organizations, including the Knights of Pythias and the Maryland State Firemen’s Association. He served as the treasurer of the Wilmington Conference Education Society of the Methodist Episcopal Church, providing loans to college students. Tawes entered politics as a Democrat. In 1930, he was elected Clerk of the Court for Somerset County, and served from 1931-1939. In 1938, he was elected Comptroller of Maryland and served from 1939-1947 and from 1950-1959. Between terms as Comptroller, he served as Maryland Banking Commissioner from 1947-1950. Tawes earned a favorable reputation not only as a financier, but also as a public speaker. He ran for Governor in 1946, but was defeated in the Democratic primary by William Preston Lane, Jr., who went on to win the general election. Tawes ran for Governor again in 1958. He won an uncompetitive Democratic primary and defeated Republican Congressman James Devereux in the general election. He was sworn in for his first term on January 14, 1959. He proved to be a skilled executive who sought compromise and consensus. “I have never been a controversial figure in Maryland politics,” he said. He increased regulation of the economy and the environment, established the Maryland State Roads System and doubled the number of state parks. Tawes did not take a strong stand on civil rights. In response to rulings by the Supreme Court, he negotiated the reapportionment of legislative districts in Maryland, which resulted in increased representation for urban areas. African diplomats, travelling between New York City and Washington, DC along Route 40, encountered discrimination in segregated restaurants in Maryland, and the incidents embarrassed President John F. Kennedy. The Congress for Racial Equality (CORE) organized a Freedom Ride and sit-ins. CORE was successful, and segregation ended along Route 40 in 1962, when Tawes ran for reelection. Tawes won a competitive Democratic primary and defeated Republican Congressman Frank Small, Jr. in the general election. He was sworn in for his second term on January 9, 1963. Tawes called for a convention to redraw the Constitution of Maryland. He expanded the University System of Maryland, established community colleges and an educational television network, and increased funding for schools in low-income areas. Civil rights continued to occupy Tawes. The Student Nonviolent Coordinating Committee (SNCC) organized Freedom Rides and sit-ins to end segregation on the Eastern Shore. Confrontations occurred between civil rights activists and segregationists. In response to riots in Cambridge, Maryland, Tawes deployed the National Guard and declared martial law. He negotiated the passage of the first public accommodations law south of the Mason-Dixon Line. Tawes was a member of the National Governors’ Association, the Southern Governors’ Association and the Conference of Appalachian Governors. He worked closely with President Kennedy. On November 14, 1963, the two dedicated a toll road north of Baltimore. Eleven days later, Tawes attended Kennedy’s state funeral. The toll road was renamed the John F. Kennedy Memorial Highway. Tawes also worked closely with President Lyndon Johnson. On September 21, 1965, he attended Johnson’s signing of the bill establishing Assateague Island National Seashore. Tawes left office on January 25, 1967, but remained in politics. He was appointed Honorary Chairman of the State Constitutional Convention from 1967-1968, but remained silent during the proceedings, as he had called for the convention as Governor. The proposed Maryland Constitution of 1968 was praised by politicians and journalists, but was rejected by voters. Tawes’ successors, Spiro Agnew and Marvin Mandel, appointed him Chairman of the Board of Natural Resources and Secretary of the Department of Natural Resources respectively. He served from 1969-1971. In 1973, he was appointed Treasurer of Maryland, becoming the only person to serve as Governor, Comptroller and Treasurer. He retired in 1975. In retirement, he hosted the Annual J. Millard Tawes Crab and Clam Bake, a seafood festival and a political meet and greet. Tawes died of a heart attack in Crisfield on June 25, 1979.
The Crisfield Heritage Foundation operates the J. Millard Tawes Historical Museum, and is dedicated to educating the public on the history of Crisfield and the lower Eastern Shore.

The Papers of J. Millard Tawes consist of the political and personal papers of J. Millard Tawes and of historic Maryland records from 1782-1994, with the bulk of the collection dating from 1930-1979.
Series 1: Biographical Sketches, Indexes, Speeches and Remarks contains biographical sketches of Tawes and of Helen Avalynn Tawes; indexes to Tawes' speeches; copies of specific and general speeches and remarks by Tawes; and notes and extracts from 1938-1979. The Series includes a copy of Addresses and State Papers of J. Millard Tawes, Governor of Maryland, and a transcript of an oral history interview of Tawes conducted by the John Fitzgerald Kennedy Library.
Series 2: Planners and Schedules contains Tawes' planners and schedules from 1938-1974. The Series includes a list of meetings between Tawes and President Kennedy from 1961-1963.
Series 3. Correspondence contains Tawes' specific and general correspondence; announcements and invitations; and greeting cards from 1921-1979. Correspondents include governors, members of Congress, attorney generals, comptrollers and members of the Maryland General Assembly. The Series includes correspondence between Tawes and Governor John Connally of Texas on atheist Madalyn Murray O’Hair, and a telegram to Tawes from Senator Robert Kennedy, announcing the latter’s candidacy for President in 1968.
Series 4: Political Papers, State Papers and Reports contains political papers related to campaigns and elections in Maryland; state papers of the government of Maryland; and reports submitted by and to the government of Maryland from 1923-1978. The Series includes a survey conducted by Tawes of the Maryland Democratic Party; a copy of the proposed Maryland Constitution of 1968; and a proposal for alternatives to the construction of a parallel span of the Chesapeake Bay Bridge.
Series 5: Events and Travel contains materials related to Tawes' specific and general events and trips from 1936-1979. The Series includes a program from a Seafood Outing of the Jefferson Islands Club on Chesapeake Bay, autographed by President Harry S. Truman, and a packet for delegates to the Democratic National Convention in Atlantic City, New Jersey in 1964.
Series 6: Photographs contains photograph albums and photographs of Tawes, Helen Avalynne Tawes, portraits, landscapes and streetscapes from 1938-1989. The Series includes photographs of Tawes with Presidents Kennedy and Johnson and photographs of Tawes taken by Aubrey Bodine.
Series 7: Scrapbooks and Newspaper Clippings contains scrapbooks and newspaper clippings related to Tawes from 1894-1984. The series includes scrapbooks from Pope Paul VI’s visit to the United States, and from President Johnson’s inauguration.
Series 8: Ephemera contains memorabilia related to Tawes; materials related to civic and social organizations of which Tawes was a member; and materials related to honors of which Tawes was a recipient from 1893-1979. The Series includes Tawes’ diploma from Sadler’s Bryant and Stratton Business College, and Tawes’ appointment as honorary admiral of the United States Naval Academy.
Series 9: Personal Records contain Tawes' ledgers, mortgages and deeds; bills and receipts; and tax returns from 1914-1979.
Series 10: Publications contains books, magazines, booklets, brochures and maps, collected by Tawes, from 1834-1985. The Series includes autographed copies of The Red Harvest and The Man Who Broke a Thousand Chains by Vincent Godfrey Burns, the Poet Laureate of Maryland.
Series 11: Historic Maryland Records contains records from 1782-1994. The Series includes warrants from 1782-1783; a memorial book from 1852; a diary of an unknown author from 1884-1885; excerpts from Puck from 1886; correspondence and a speech by Comptroller Gordon T. Atkinson from 1895-1903; and a certificate and photograph of Governor Harry Nice appointing Joseph Brooke Fradiska Governor pro tem for one hour from 1937. The certificate and photograph are accompanied by a letter of explanation from Fradiska’s wife, Jeanne Fradiska, to the Crisfield Heritage Foundation from 1994.
Series 12: 2021 addition. This addition includes records from the Wilmington Conference of the Methodist Episcopal Church Education Society, Tawes' service on the Board of Trustees of the State Colleges and Universities of Maryland, and other miscellaneous materials. Also included are a 1960s tribute scrapbook for Tawes, 1964 Democratic Convention book, 1982 Maryland Air and Water Quality Atlas, and three audio recordings of events on reel to reel tape. The Society of Education materials primarily consist of financial records. There are also miscellaneous oversize materials included in this series.
The collection is arranged in twelve Series. Series 4 and 8 are arranged in two Subseries. Each is arranged by subject and chronologically. Series twelve consists of an addition made in 2021.
The intellectual arrangement mirrors the physical arrangement. Folders are listed by their location in each box; any given subject may be dispersed throughout the entirety of the collection.
