D. Page Elmore, an Eastern Shore Native and member of the Maryland House of Delegates, as well as a prominent businessman who was the CEO of Shore Disposal, Inc. Records reflect his efforts to support the local communities as well as reflect his personal life.
Born in Nassawadox, Virginia, Douglas Page Elmore (1939-2010) spent most of his adult life serving Lower Eastern Shore communities. Originally he was the head of a small business serving the Lower Shore and briefly served in local politics in Accomack County; post-retirement he took on the formidable responsibilities of a Maryland delegate.
Elmore formed a significant bond with his high school, Fork Union Military Academy. Fork Union Military Academy is a college preparatory school in Virginia that caters to “young people of strong character”. The Academy endorses a curriculum of discipline and Christian values; Elmore continued to remain connected to the school for most of his life. After high school, Elmore received a degree in Political Science after attending the University of Richmond.
Elmore spent most of his life as the owner of Shore Disposal, Inc. from 1968 until his retirement in 1998. The company was a waste collection service that operated across most of the Lower Shore. The company had licenses for places as far south as Accomack County and as far north as Ocean City and Wicomico County. His company donated to many charities and sponsored many events throughout the Lower Shore.
From 1968 to 1970, Page Elmore served as the Treasurer of Accomack County. After that service, he unsuccessfully ran for office as a delegate in the Virginia General Assembly for the Democratic Party.
After he retired as a businessman, in 2002 Elmore ran for a seat in the Maryland House of Delegates to serve district 38A as a Republican. During his time as delegate he would serve on the House Ways and Means Committee as well as serving on the Wicomico County delegation and chairing the Somerset County and Eastern Shore delegations. He served as delegate from 2003 until his death in 2010. His wife, Dr. Carolyn Elmore finished the remainder of his term as delegate until January of 2011.
During his time as delegate and business owner Page Elmore was heavily involved in his local community. He was a member of the local Chamber of Commerce, Rotary International, YMCA, Eastern Shore Homebuilders Association, and ABC Contractors Association. He served as vice-chair of the Nabb Research Center for Delmarva History and Culture (2002 – 2003).
He was married to Dr. Carolyn Elmore, had three children, and six grandchildren, and died from cancer in Salisbury, Maryland on June 26, 2010.
The D. Page Elmore papers contain correspondence, newspaper clippings, photographs, pamphlets, business cards, books, plaques, decorations, certificates, artifacts and photocopies relating to the life and career of Douglas Page Elmore. They date from 1932-2011, with the bulk of the material dating from 2002-2011.
The correspondence includes samples from all facets of his life, including birthday cards and personal letters to business and political correspondence. There are newspapers pertaining to his political career, as well as articles pertaining to the garbage delivery truck industry, and other local activities in which Elmore was involved. Photographs include labeled family photographs, as well as political photographs that have been signed by prominent Maryland politicians. The plaques were given to Elmore for all sorts for reasons, for his many accomplishments, donations, and memberships. He received membership plaques and certificates from organizations such as the YMCA, Rotary International, University of Maryland Eastern Shore (UMES) and Salisbury University.
Records also document Maryland General Assembly bills that he had significant contact with during 2005. Many of these bills and corresponding notes were created when Elmore was a member of different committees in the House from 2007-2010.
The material also documents Carolyn Elmore’s brief political career following her husband’s death. There are also materials concerning other politicians, and events including political buttons for politicians ranging from Kennedy to both Bush presidents and bumper stickers for many Republican politicians. There are papers regarding corruption charges leveled at various Maryland politicians.
Most of the materials document Elmore’s tenure as a Maryland delegate, with the remaining materials documenting his personal life as well as his professional life including his sanitation business and the time he spent as the Treasurer of Accomack County, Virginia.
The D. Page Elmore Papers have been arranged into six series, BILLS, POLITICAL, BUSINESS, PERSONAL, ARTIFACTS and OVERSIZE. Bills document the text, fiscal notes, lobbyist documents, and testimony given for bills in which Elmore had political interest. Political Materials include non-bill materials relating to Elmore’s time as either a delegate in the Maryland House of Delegates or Treasurer of Accomack County Virginia. Business Materials include materials related to Shore Disposal, Inc. Personal includes materials related to Elmore’s non-career activities such as family or club memberships as well as materials relating to businesses and communities in the Lower Shore area. Artifacts are physical objects including wire statues, model cars, model helicopters, office supplies, gifts from lobbyists, and commemorative items. Materials which are too large or abnormally shaped for standard legal-size boxes are in the Oversize series, and these include large certificate, posters, paper signs, the 90-day report from the General Assembly and large booklets.
Folders are listed by their location in each box; any given subject may be dispersed throughout the entirety of the collection.
