The Wayne Gilchrest papers document the political career of Congressman Wayne Gilchrest who represented Maryland’s 1st Congressional District, which includes Maryland’s Eastern Shore counties in addition to portions of Anne Arundel and Baltimore counties. The Wayne Gilchrest papers span his political career from 1989-2008, with the majority of the material dating from 1996-2008. The records encompass his extensive political career and are documented through volumes of correspondence and his congressional voting record including his environmental work and activism; as well as his opposition to the Iraq and Afghanistan wars. Also of note are his trips as a member of the Congressional Delegation throughout the United States and the world.
Wayne Thomas Gilchrest was born in Rahway, New Jersey on April 15, 1946, to Elizabeth and Arthur Gilchrest; Wayne is one of six male children. After graduating high school in 1964, Wayne enlisted in the United States Marine Corps. While in the service, he participated in the invasion of the Dominican Republic and served in the Vietnam War, during the conflict he advanced to the position of Sargent. In 1969, Wayne received his associate’s degree from Wesley College and went on to pursue a bachelor’s degree in history at Delaware State College; while an undergraduate he spent a semester in Kentucky studying living conditions in Appalachia. After graduation, Wayne began his career as a teacher at Kent County High School, in Kent County, Maryland. In 1988, Gilchrest would make his first attempt to establish a political career; he ran for the First Congressional seat in Maryland. He lost the election by a close margin to incumbent Roy Dyson. In 1990, Gilchrest ran for Congress again and defeated Roy Dyson. Gilchrest would remain the representative of Maryland’s First Congressional District for the next eighteen years. While in Congress, Wayne Gilchrest would establish himself as a moderate Republican. A strong environmentalist, he was the chairman of House Committee on Fisheries, Wildlife and Oceans from 2001-2007. In 2008, he was defeated by fellow Republican Andy Harris in the primary election. Wayne Gilchrest is married to Barbara Gilchrest, together they have two sons and one daughter.
