The Winifred Helmes Papers document the professional activities of Dr. Winifred G. Helmes from 1931 to 2005 with the bulk of the materials dating between 1954 and 1981. The collection consists primarily of correspondence and documents from her prolific career. From 1951 to 1954, Helmes was part of the executive staff for the American Association of University Women. In 1954, she became Assistant Director of the U.S. Department of Labor's Women's Bureau. She was appointed Special Assistant to the Under Secretary of Health, Education, and Welfare in 1959. From 1961 to 1967, Helmes served as Academic Dean at the Foxcroft School and at the Samuel Ready School from 1967 to 1968. In 1968, Helmes joined the faculty at Salisbury State College and taught until her retirement in 1981.
Dr. Winifred G. Helmes was born in St. Paul, Minnesota on March 6, 1913. She graduated from the University of Minnesota where she earned her Bachelor of Science, Master's, and Ph.D. degrees. Her doctoral dissertation, published by the University Minnesota Press in 1949, was a political biography of former Minnesota governor, John Albert Johnson.
Helmes taught history at the University of Minnesota and at Louisiana State University as a teaching assistant. She became a member of the faculty at Bradford Junior College in Massachusetts in 1943 where she taught history and directed a bi-weekly radio program for the college. It was at Bradford that Helmes met her lifelong friend and Salisbury, Maryland native, Bertha Adkins.
In 1951, Helmes joined the executive staff of the American Association of University Women (AAUW) and directed its Status of Women program. Even after leaving the executive staff in 1954, she remained active with the AAUW as a member of the Maryland State Division Board, President of the Salisbury branch, and membership on the Educational Foundation, Communications Advisory, and Bertha Adkins Fellowship Committees.
In 1954 she became Assistant Director of the U.S. Department of Labor's Women's Bureau, assuming leadership with the Director, Alice K. Leopold. She was selected in 1957 to be a member of the Secretary of Labor's special staff to develop the department's Manpower Program, writing articles about "womanpower" and touring the country to speak to various women's organizations.
In October 1959, she was appointed Special Assistant to the Under Secretary of Health, Education and Welfare, Bertha Adkins. In this position, she worked primarily in the area of public affairs, particularly in connection with the Under Secretary's official relations with educational institutions, national organizations, and other groups. She also served as liaison with various agencies of the Department of Health, Education and Welfare.
Helmes served as Academic Dean at the Foxcroft School in Middleburg, Virginia from 1961 to 1967 under the school's new Head, Bertha Adkins, and from 1967 to 1968 at the Samuel Ready School in Baltimore, Maryland.
In 1968 she joined the faculty of Salisbury State College (now Salisbury University) as Associate Professor of History. She introduced the school's first courses on the history of women and, beginning in 1973, initiated and organized three annual Eastern Shore Conferences on Women. Helmes retired from teaching in 1981.
Helmes received a grant from the Maryland Bicentennial Commission to edit Notable Maryland Women, in addition to directing a two year project involving Maryland AAUW branches that led to Who's Who of Maryland Women, 1930-1976, Baltimore County Women, 1930-1975, and Who's Who of Wicomico Women, 1930-1976.
Helmes received an honorary LL.D. degree from Hobart and William Smith College in 1958. She was a national consultant for the Women's Archives at Radcliffe College (now the Arthur and Elizabeth Schlesinger Library on the History of Women in America). She also served on both the Virginia and Maryland Commissions on the Status of Women, as well as the Maryland Humanities Council.
Helmes was the author of the book Orchids in the Icebox: The Story of Bertha Adkins and Other Influential Women in the Eisenhower Administration, which was published by Chapel Hill Press in 2002.
Helmes passed away at the age of 92 on July 24, 2005 in Chapel Hill, North Carolina and was interred at Parsons Cemetery in Salisbury, Maryland.
The Winifred Helmes Papers document the professional activities of Dr. Winifred G. Helmes from 1931 to 2005 with the bulk of the materials dating between 1954 and 1981. In addition to an abundance of correspondence, the collection consists primarily of documents from her activities with the American Association of University Women (AAUW), Department of Labor, and the Department of Health, Education, and Welfare.
The collection is arranged based on her personal and professional activities at different periods in her lifetime. While original order was maintained within various series when possible, much of the collection was arranged into the series listed in the Arrangement Statement.
Series 1 consists of Helmes’ typescript diary that documents her daily activities from 1954 to 1961, as well as 1963 and 1968.
Series 2 contains the general correspondence to and from Helmes between 1952 and 1990, arranged alphabetically by the individual’s surname. The amount of correspondence varies between individuals and frequent correspondents of Helmes included Anne Armstrong, Catherine Cleary, Marion Eberly, Gertrude Fariss, Katherine Howard, Maureen Laflin, Frances Lee, Nancy Duke Lewis, Anne Gary Pannell, Anna Roosevelt, Anne “Towney” Townsend Starr, Alice Felt Tyler, and Pat and Tom Wailes. While much of the correspondence relates to personal matters, there are several instances where Helmes discussed work-related topics with these individuals or someone’s letters were included in this series when they could also be located in another. The series also contains unidentified letters, letters from Winifred that were likely sent to family (“Dear Everybody”), and a large grouping of unsorted invitations and announcement cards.
Series 3 contains biographical information about Helmes from 1931 to 2005, including her high school yearbook, resumes and appendices, and obituaries. The obituaries, however, inaccurately state that she was born in 1919.
Series 4 includes scrapbooks that Helmes compiled between 1952 and 1956, daily calendars from for varying intervals between 1953 and 1987, and ephemeral items including papers about Bertha Adkins, inaugural events, miscellaneous events attended by Helmes, Maryland and Wicomico County Historical Trust, Bradford College, and unsorted newspaper clippings. Helmes’ scrapbooks contain correspondence, newspaper clippings, programs and brochures, and other ephemeral items that pertain to her work activities and involvement in politics.
Series 5 contains several essays that Helmes wrote, some of which are undated but are likely from the 1940s. While two undated writings are articles about literature, the other writings were course assignments.
Series 6 consists of travel arrangement documents and other materials relating to Helmes’ trips outside of the United States between 1954 and 1991. Some trips were official business travels, but most were for leisure. The two most significant travels—both with Bertha Adkins—were to the People’s Republic of China in 1977 and to Russia in 1979, although the Russian trip is not as well documented as the China tour. The trip to China received public attention and was written about in the newspaper.
Series 7 contains newsletters, correspondence, and reports that relate to Helmes’ involvement with the University of Minnesota and its Department of History after her graduation in 1947 until 1983.
Series 8 contains various materials from the commencement exercises at Hobart and William Smith College in 1958 when she received her honorary LL.D. degree, including the commencement program and invitation, remarks from Helmes, and remarks from other panelists. The series also includes an invitation to the 1959 commencement.
Series 9 consists of documents from Helmes’ activities in the American Association of University Women between 1951 and 1982 (some items pre-date her involvement) and is arranged into seven subseries, one of which has four sub-subseries. Subseries 9.1 contains speeches and invitations to speak, as well as some photographs, from various branches of the AAUW. Subseries 9.2 contains materials from AAUW conferences and conventions that Helmes attended, but likely did not participate as a panelist or speaker. Subseries 9.3 contains planning materials related to the bicentennial projects that were partially funded by the AAUW. Subseries 9.4 contains newsletters and member information for the Salisbury, Maryland branch of the AAUW. Subseries 9.5 documents Helmes’ management of the AAUW Bertha Adkins Fellowship fund. Subseries 9.6 includes four sub-subseries that contain minutes, correspondence, reports, and other documents from Helmes’ membership on the Status Women Committee, Rood Statue Committee, Educational Foundation Committee, and the ad hoc Publications Review Committee (renamed the Communications Advisory Committee). Subseries 9.7 contains articles in AAUW publications that were written by Helmes, as well as other AAUW publications.
Series 10 contains documents from Helmes’ work as the Assistant Director of the Department of Labor’s Women’s Bureau from 1954 to 1959 and is arranged into eleven subseries. Subseries 10.1 includes memoranda and personnel data from the U.S. government that relate to Helmes as an employee. Subseries 10.2 includes Helmes’ correspondence with individuals or organizations related to her work activities and is arranged alphabetically by the correspondents’ surname. Additionally, there is a folder of correspondence that Helmes handled for the Women’s Bureau Director, Alice Leopold. Subseries 10.3 includes a range of documents that chronicle the planning and implementation of different programs and projects in the Department of Labor. Subseries 10.4 contains weekly, quarterly, and annual reports in addition to some miscellaneous reports that were not submitted at intervals. Subseries 10.6 includes a file for preparing different budgets between 1955 and 1958. Subseries 10.7 contains minutes, correspondence, and notes from Department of Labor committees and other government committees where Helmes was a member or attendee. Subseries 10.8 contains correspondence, remarks, and other documents that provide a clear picture of Helmes’ activities with the Women’s Bureau through her attendance and participation in conventions and conferences of different women’s organizations. Subseries 10.9 contains articles that Helmes wrote for different publications, mostly relating to “womanpower.” Subseries 10.10 contains publications that Helmes helped create, as well as some publications that demonstrate the difference before and after Helmes’ involvement with the department’s publications. Subseries 10.11 includes articles, newspaper clippings, and press releases that publicized Helmes’ activities in the Department of Labor.
Series 11 contains documents from Helmes’ work as the Special Assistant to the Under Secretary of the Department of Health, Education, and Welfare, Bertha Adkins, from 1959 to 1961 and is arranged into six subseries. Subseries 11.1 contains correspondence with individuals—arranged alphabetically by surname—and organizations related to work matters, as well as several subject-based groups of correspondence. These subject-based groups include letters by Bertha Adkins, Helmes’ resignations and congratulations, and dispatch reports about different programs. Subseries 11.2 includes weekly reports, a departmental telephone directory, and daily telephone messages. Subseries 11.3 contains reading files that were compiled for the Under Secretary. Subseries 11.4 consists of correspondence, remarks, and programs from conferences and speaking engagements—including the White House Conference on Aging—that either Helmes, Adkins, or both women attended. Subseries 11.5 contains travel schedules and notes for Helmes and Adkins. Subseries 11.6 includes requests from publications and newspaper clippings.
Series 12 consists of materials from Helmes’ time as Academic Dean of the Foxcroft School from 1961 to 1967 when Bertha Adkins was the school’s Head and is arranged into five subseries. Subseries 12.1 contains information about the Foxcroft School, including a course catalogue and rule book. Subseries 12.2 includes Helmes’ correspondence, primarily with parents and alumni; some correspondence with Foxcroft women can be found in the general correspondence. Subseries 12.3 contains reports from Helmes that were submitted to Adkins and the school’s publication, Gone Away. Subseries 12.4 includes correspondence, planning documents, and programs from events that took place at Foxcroft, such as commencement, the Latin American LAWS Conferences, and Adkins’ induction ceremony. Subseries 12.5 documents Helmes’ activities outside of Foxcroft that were professionally related, such as her lecture at the University of Minnesota, the Advanced Placement in History conference, National Association of Principals of Schools for Girls conventions (one of which she was on the curriculum committee), and the Virginia Governor’s Commission on the Status of Women.
Series 13 documents Helmes’ brief period as the Academic Dean at the Samuel Ready School from 1967 to 1968, which includes correspondence and commencement-related materials in addition to another National Association of Principals of Schools for Girls Convention folder.
Series 14 contains documents from Helmes’ teaching career at Salisbury State College from 1968 to 1981 and is arranged into five subseries. Subseries 14.1 contains correspondence arranged alphabetically by the individual’s surname. Subseries 14.2 consists of materials that relate to Helmes’ teaching practices such as explanations of methods and techniques, course outlines, and a sabbatical request, in addition to conferences and speaking engagements she attended. Subseries 14.3 contains commencement planning documents related to speakers that Helmes invited and honorary degrees that were to be issued. Subseries 14.4 includes articles from the SSC View, Salisbury State College press releases, and newspaper clippings about Helmes. Subseries 14.5 contains two folders: a Salisbury State College promotional publication entitled “It’s All Happening at…Salisbury State College” and interesting analyses of the amount of women in various positions at Salisbury State College.
Series 15 documents the planning and programming of the three annual Eastern Shore Conferences on Women between 1973 and 1975, in addition to the Wicomico Women’s Conference Program off-shoot in 1980, which have been arranged into four subseries based on the conference: Subseries 15.1 documents 1973, Subseries 15.2 documents 1974, Subseries 15.3 documents 1975, and Subseries 15.4 documents 1980. Materials included are typically correspondence, schedules, programs, speakers’ remarks, publicity, and biographies.
Series 16 is arranged into two subseries based on when the Maryland Commission on the Status of Women (Subseries 16.1) changed its name to the Maryland Commission for Women (Subseries 16.2) in 1976. The subseries contain minutes, correspondence, membership lists, reports, and publications that date between 1966 and 1989.
Series 17 contains member lists, agendas and minutes, correspondence, reports, and other publications of the Maryland Humanities Council from Helmes’ time as a member and dates between 1977 and 1985.
Series 18 consists of programs and planning documents for continuing education opportunities for women that Helmes either helped or supported in some way between 1973 and 1980, especially with the University of Maryland Cooperative Extension Service. Series 19 consists of convention documents, publications, and newspaper clippings from the Federation of Republican Women, which Helmes was associated with for a brief period despite being a lifelong Republican. The items date between 1963 and 1985.
